Alton, Ia | Does the GFCI breaker have just two wires going in, or two in and two out? If the second, then it is protecting downstream wiring and fixtures also. Try installing it with only the input, or line wires connected.
If it then works, and you already disconnected the outlets from the protected downstream line, then you probably have a wiring issue. If it trips once you reconnect the load wires onto it, then it's a safe bet, as long as you are sure you have everything disconnected from the downstream wiring.
