Southeast PA | If it's in an area with a lot of hog operations or small land base, they may just need rid of the manure, and if they charge for it they may not get rid of it. So yes there are places where manure is free, sometimes the only cost is the application and/or machinery cost.
Why would you pay for something someone will give you for free or low cost? That's kind of like saying, "well you bought $10 a bag of corn that the dealer needed to get rid of, but you should pay $300 for it because that's what the value of that bag of corn is."
