My wife and I got passports this summer, filled out a questionnaire online, printed it, and took it to a larger post office nearby. They asked a few questions, took picture ($10 charge, I think), took a check for I think about $130, and sent us on our way. IIRC, we got our passports 17 days later, good for 10 years.
Going to try it out Friday, see if it works. Hope so.
