Last winter I went with 4.5 lbs supplement of corn and DDG at 16% protein and 25 +/- a few lbs hay as fed for 1100 - 1200lb cows, Vitaferm mineral free choice and felt got along very well - some gained condition. Do not know feed value of hay - late June early July fescue.
That amount of hay alone was not going to cut it (fence pressure) I added the corn just prior to herd reduction as additional hay was not an option. Transitioned directly from exhausted hay supplies to continued/extreme drought - might have been the most expensive corn I've ever fed.
