You cannot be wrong---- from perspective of IRS---- if you issue the 1099 the same way checks are written.

If directed by the apparent owner to issue 1099s some other way, I would get that in writing.

You really do not know who owns the land, what games might be being played, etc.  So, if follow the checks, then cannot get crosswise to IRS.
