Yep white milk gravy as described. Get yourself some thin sliced Carl Buddig beef to add to the gravy. When sufficiently thickened and warmed spread it over toast. If you want a delicious variation on this hard boil some eggs and get a wire slicer. Make the same milk gravy, when thickened pour over toast and add slices of hard boiled eggs with salt and pepper. This was my Dad's favorite meal and sadly was the last meal I ate with him.
