If you get a shock from touch the hose containing an insulated wire, the wire's insulation has already failed at some point.  It's not the hose's fault.

The hose surrounding a buried, insulated wire is not for electrical insulation, it is to prevent abrasion on the wire's insulation from rocks or pressure from vehicle traffic above.  On a well insulated hot wire you should be able to touch the insulation itself and not get a shock.

The Gallagher double insulated, red core wire is the best I've found, but expensive and hard to strip. The standard single insulated wires are cheaper and easier to strip but more prone to cracking and electrical "leaks" which will cause you to get a shock or the hose to fail.  A hose or conduit filled with water from condensation etc will also carry high voltage shock from any crack in the wire's insulation.
