As stated above, check tie rods and tongue for looseness.
Another thing would be to make sure the tongue is centered. Have to measure from spindles to draw pin hole. Toe in could be correct, but if tongue is not straight, it's going to wander.
But I'm betting that the tongue has some slop in it. It doesn't take much slop to make it slither around like a snake.

I'm also in the camp that 20 mph is WAY too fast to be pulling a loaded wagon like that.
