We have had issues with this in the past as well. Not as much spoilage as your saying on the top bale but when the good hay that we bale is around 12-14% moisture we seem to have good results. I also pushed fence posts in along each side of the pyramid and i tie the tarp off to the posts so the tarp does not sit on the hay and I get good airflow under the tarp. the top bale if it gets an inch of spoilage on the very top of the bale thats it (in a typical year). I have often thought of putting a 4x6 piece of wood on the very top to keep the tarp off the bale but never have tried it.
