I haven't looked for a while, but Howes use to say on the label that it would disperse itself in a tank of fuel. When I delivered fuel, I would add Howes before filling the tank to make sure it blended good. I also would add it to tanks that were full if I had to and it worked. The only problem seemed to be when people wouldn't run any through the filter before it got cold or never changed or drained tank filters. When it would get really cold, such as below zero for a few days, I'd add it to the tank on the truck after loading and I could tell it pumped easier.

I never experimented, but had a customer claim they put a gallon of diesel in a glass jar in the deep freeze and then added a proper amount of Howes. They claimed they could watch it work it's way through the fuel and the cloudiness of the fuel go away. Again, not my own experiment so I don't know for certain. Not sure my wife would like a gallon jar of diesel in the freezer.
