How was an application of lime determined to be the solution to this problem?

Just as someone looking at what you said in your post I'm not sure that lime is going to help at all. If you have salt then you don't have good drainage. Is this a situation where you have a high water table? Do you already have tile? or has it been recommended? Or are you looking for a cheaper solution?

If you already have tight sticky soil from too much Mg then you shouldn't add any more. You need to flush out the Mg and most especially the salt. You need sulfur for that, but you can't flush anything if you don't have drainage. Gypsum(Calcium & Sulfur) and/or tile would probably do more to solve this problem than anything, but I'm also not familiar with your situation, maybe it doesn't work in your climate/soils. I'm ready to listen and learn if anyone thinks I'm incorrect.
