And it's not just immediate family, but cousins, aunts, uncles, etc. It all comes down to social security numbers. If you have the right lawyer and enough social security numbers at your disposal, you can keep payment limitations from limiting any of your payments. Grassley has been trying to put a stop to that for quite a while now. Trouble is the people who benefit are also the ones in the best position to affect how the rules are written.
