I don't think we could produce enough fuel from renewable sources to replace all of the crude oil that the developed world uses unless we drastically changed over to a big percentage of electric vehicles. And if it was cost effective to produce biodiesel without govt subsidies then companies would already be doing it. Sure the US govt could put more pressure on China by removing our surplus of soybeans from the market by using them to make biodiesel. But the longer term effects would be detrimental to US farmers as other producers around the world ramped up production to replace it. And I doubt the current administration will do anything to rock the boat as far as big oil is concerned, they have too much lobbying power/too much money to contribute.
