I don't have the cure and I agree that there is zero chance of follow through.  Biggest reason is the guys that could take charge are the guys that have an agenda of their own to get things done on their own place.  Everybody around here that serves on a board is typically getting into retirement or should of retired because of poor work ethic.  Kind of an odd conundrum compared to the typical board members of a fortune 500 company.  The checkoff does not attract the best and brightest only the laziest and most uninformed.  There probably should be some structure for bonus money, an algorithm that plots local checkoff benefit vs normal market movement.
