yup, i'm positive he doesn't understand how this works at all. The problem is, a very large portion of the republican base doesn't understand tariffs either. I've spoken with many people who think a container ship from China also includes a check to pay the tariffs on the cargo.
How do you know China is not subsidizing part or all of Tariff cost that importers are paying?
