FWIW, about half the time when I buy new socks, they make my feet/calves itch. This goes away after a few washings, so I try to throw them in the laundry once or twice before I wear them, and no more problems.
I THINK I might have it narrowed down to some sort of bleach, or whitening agent, because if I get them stained, my wife will try to 'whiten' them, and then I get the itch back. It is worse when I sweat.
I also have the same problem with some shirts, and also some pre-faded jeans. I almost wonder if some sort of bleach or whitening agent is used in their manufacture that leaves a residue. Either way, the answer is to wash them a couple times before wearing. Cold water on the gentle cycle works for me, and doesn't wear the clothes much.

Oh, and dryer sheets, or at least some of them, do it as well.
