Subject: Spray foam (rubbery) for heat deflection in hot climate?

Texas
First time I’ve ever seen a metal shop building in Texas with white type rubbery foam sprayed not just on the underside of roof but every square inch of the walls as well. All of the steel framing was covered too. It’s on a particularly tall shop building. I was too busy lending a hand with ranch projects to ask the owner if he knew much about it. He recently purchased the place and the shop was already built.

I’ve heard of radiant heat barrier but this is thicker than what I’ve seen advertised in years past.
