Gasoline is flammable between 1.4 and 7.6 percent. Above or below that and it will not burn. (I work at a chemical plant for my day job) Each chemical we use has an upper and lower flamability limit. We have a few things that are very dangerous. Ethylene oxide is flammable between 3.6 percent and 100 percent...it needs no oxygen to burn because it has it's own bonded in it.
