I agree with not getting a car. A lot of the stuff you'll want to see is on/around the national mall. Wear comfortable shoes and hoof it. I'd get a hotel near the mall if possible or ride the metro as others said. Holidays/weekends are cheaper times because the lobbyists and congressmen go home. The Holiday Inn capitol is where a lot of Farm Bureau groups stay. To get a tour of the capitol, arrange it through your congressperson's office ahead of time. They have interns to give you a private tour and will get you around the lines. There are multiple Smithsonian museums, plus all the monuments, Arlington, and the national archives. It can be a pretty cheap trip once you get the hotel and lodging paid for. There's hot dog stands, etc around the mall for a quick, reasonably priced lunch.

One of the first things I'd do is a night bus tour of the monuments. It gives you a lay of the land and helps you decide what you want to see while you're there.
