It was a long and complicted process to get cotton back into the farm bill. Every region had a different idea on what would be the best way to do it. No matter what we did it had to be budget neutral. If every acre of generic base was converted to cotton base, in order to have any support that was it would have been way over budget.

The unassigned base was created to let people who have not been planting cotton on cotton based acres to still keep cotton base and keep the inclusion of cotton in the farm bill budget neutral.

If cotton was planted on generic base in 9 through 12 then 100 percent can be converted. If cotton was not planted on that base then you can choose 1 of 2 options.

1. You can convert to the base of the crops that you did plant.

2. You can convert 80% to seed cotton base with the remainder going to unassigned base.

The unassigned base was created to act as a placeholder until we can hopefully reassign those acres at a future point.
