Talk to the neighbor first. Tell him you would like a chance to rent it when he is done with it and if he would put in a good recommendation for you to the landlord when he gives it up. Next, ask him how to pursue from there. Should you go meet the landlord now or wait? Personal contact is usually the best in my opinion.
