If you really wanted to be on the up-and-up... really wanted to take the highest road of highest roads... you should have gone to the neighbor first and have a very thorough conversation.  From that conversation you would have known whether to contact the landlord.

Without talking with the neighbor first, any letter to the landlord is going to taste a bit of going behind your neighbor's back.
