Demand is a way to account for the investment in people, poles, wires, transformers, generating capacity etc.
Some utilities try to have demand charges figured to actually cover all that, while others realize it makes folks mad to see the big demand charge on a meter with little to no power consumption and roll part of it into everyone's kWh charges.
