you are correct on troubleshooting of the sensor. looks to be working correctly. The combine side provides the voltage to the sensor (usually 12VDC). if that voltage is not constant it may be affecting the shaft speed sensor. Try supplying 12v to the sensor externally and run the elevator and see what happens with the speed.
