A CAN bus is designed to have two terminators, one at each end of the bus. They don't technically have to be at the ends, but that's ideal.

A terminator is really just a 120 ohm resistor. Two is the equivalent of 60 ohms. Three is the equivalent of 40 ohms, which could possibly be too much resistance for the CAN devices to power. If one device has a CAN tranceiver that is weak, you'd get a low voltage from that devices.
