I've never tried to do what you're doing but I'd suspect that the iPad can only handle one data connection and if the phone has a wifi connection it is going to force data through that connection.  In your case its a dead end.  This is similar to when your phone is connected to a wifi network but too far away.  Nothing works until you disconnect from the wifi network.
