Subject: What can cause low/No coolant flow

Still working on that JD 317 skid steer. Took the thermostat out. With the radiator cap off, looking in the radiator there is very little to no coolant flow. The water pump seems to pumping good, if you take a hose off going to the oil cooler and start the engine it starts pumping coolant out at a good volume.
It seems there is something in the engine blocking the flow back to the radiator. What could cause this?
I don't think it's possible that the water pump is pumping some but not enough. It's either going to work or it isn't
