I needed to get a couple of large bolts and washers last spring. The gal got me what I wanted and rang it up. The price was ridiculous. Then the manager came by and said that I should buy the bolts and washers in a bulk bag instead of the singles, and charge it against the company account. I said I didn't have an account. He pointed at my jacket and said that the place I worked for had an account, and to they'd use that account. So after putting the singles back, getting the bulk bags, and charging it against my employers account, I saved $10, and now have way more bolts and washers than I needed. He said the company was bagging individual parts and jacking up to prices, and discounting the bulk for large accounts, as the corporate was wanting to discourage individual purchases. Their business model is to sell to companies making larger/regular purchases, rather than service small purchases like the hardware and farm stores.
