Northeast Iowa | I was under the impression the funding was already allocated in the USDAs budget, and was borrowed from excess funds.
In short, I tried borrowing money for the loan program and everything was aye-okay. Then the payment was leaked and suddenly I couldn't borrow as much. Then the payment was finalized and I might as well finance with a real bank.
Borrowing from surplus existing funds at the end of FY probably didn't need congressional approval.
