Spammers have automatic software that posts dozens or hundreds of message a minute on a web site.
'Flood control' only lets you post one message per minute on this site. Typically it takes that long to read and compose a new message, but once in a while a person gets a second message made that fast. And you will see that message, preventing your second message. Just in case you are a spammer.....
