Option 1:

Plug the iPad into a PC and it will see the storage of the iPad in the same way that a PC sees a card from a digital camera. Transfer whatever pictures you wish from the iPad to the computer

Option 2:

Go into the photos app of the ipad. Navigate to the pictures you are interested in. Hit the "share" button which is a square with an up arrow going through it. This will allow you to send the photo out via iMessage, text, email, Microsoft OneDrive, Google Drive, iCloud or DropBox. Will be tedious to do more than a few photos.

Option 3:

He may have it set up so his photos are backed up to iCloud by default. Every iOS user will have an Apple account. The Apple account will come with 5 GB of free iCloud storage. Go to Settings -> Accounts and Passwords -> iCloud to see what is being stored on iCloud. You can also check in there to see if he is paying for additional iCloud storage on a monthly basis. 50 GB is $0.99/month. 200 GB is $2.99 a month. $10/month gets you either 1 or 2 TB, I can't remember for sure.

If he has it set to where it is storing photos on iCloud you should be able to log in to his iCloud account (go to iCloud.com) on any computer and browse through his photos

Option 4:

If he has a Microsoft OneDrive or Google Drive or DropBox account I believe all of those services offer an app that will be able to be set to store all photos on those respective services.

Most people take enough pictures that to back up all photos on a cloud service would require paying a subscription to Apple for iCloud or Microsoft for OneDrive or Google for Drive or Dropbox for Dropbox.
