its always some guy in a nice office 300 miles away making these decisions. As for not backing up..the postal service has concluded that a good share of accidents happen when the carrier is in reverse. Therefore, they try to limit or eliminate backing up. Plus the usps management will almost never add miles to a route. especially for a single box. It costs them money that could be better used in their nice office. I do believe that they at the very least have to give you a free po box at the post office, since they wont deliver to your house..but the route goes there anyway. Usps management is obsessed with "safety" when it benefits them. when it doesnt..not so much..
