Small engine warehouse and get a replacement engine. With all the parts worn along with the governor and carb, better off replacing the engine if it is something you are going to keep.
My Grandfather rebuilt a Kohler years ago and it ran about 3 hours and grenade. Bought a bigger Kohler for a couple hundred he spent on overhaul and it is still running 25 years later.
