As gthompson said, your ruining your pattern by running on 30 inch spacing.  To achieve any sort of coverage at that spacing you have to run your boom much higher.  I understand that you plug less when doing this because you have bigger nozzles but I wouldn't make a habit of running that way.  Get smaller screens, add more screens, or run tip screens.  As I said before, the rate controller is NOT capping the pressure.  The pressure reading is simply a informational number shown on the display gauge.  It is not controlling based on it.  Your problem is that you are not supplying enough flow to your boom.  Turn the hydraulic flow up higher on your pump and/or reduce the amount for return.  Also, do you know if your display is smoothing the rate?  If it is it will not show a decrease in flow until you are below your target rate by 10%.  Disabling this may help in diagnosing your problem.
