Could you mount the GPS receiver on a 10' or so pole concreted into the ground to the frost line so it doesn't move? Then run the radio up on top of the building, leg, or larger tower? I heard that buildings will move and so will tall towers, so you don't want to mount the GPS receiver on them if you want repeatable accuracy.
