I also have a hard time believing a fungicide would be taken up very well without any leaves.

Being in north east Nebraska, the weather has been perfect for disease pressure to ramp up.

In my experience, hailed beans get bushy, bushy beans get more diseases when the conditions are right.

I would scout it ASAP since the beans are R1 -best time to apply fungicide on soybeans is R1-R3 (according to South Dakota State).
I'd consult a good chem rep - if they think the plant would take it up, I would probably go for it.

I haven't seen a huge difference in fungicides...I'm sure someone will set me straight

I think all of north east NE/south east SD is in for a lot of diseases in our corn and bean fields this year.

Sorry for your luck. The hail missed our fields but our crops are going to start floating soon. Its been hard to look at most of our fields for the last couple weeks.
