It's just a net sum "0" tax on imported goods which is balanced off with the same tax on exported goods. It's a net gain at the federal level. It's a net looser at the producer, processor level. Theoretically if the producer survives then they can enjoy a loss carry forward on their tax return. (like a loss carry forward is enjoyable?)
