I plant wheat after oats all the time.........but not no-til. Haven't worked up the guts to go wheat-wheat yet, although sure would make it nice if it would work, acreage wise. I still haven't got over the burn from no-tilling into corn stalks and losing 2/3 of my crop to scab, about a dozen years ago, or so. How clean is your oats/wheat stubble? I see that beans don't like any straw mat on the ground, at all, as far as no-till goes. How many times would you burn your wheat stubble? Mine is still showing some regrowth from spraying about 5 weeks ago.......not a lot ,but more than I'd want to plant more wheat into without turning the dirt a little. The oats on the other hand will die any way, this winter. In my opinion, this would be less risk.
