They do have programs.  Not sure how old you are but if you have been farming less then 10 years you get a higher subsidy, might change your timeline if you are getting close to it.  In my county livestock programs are very high on the list since there is so few of livestock projects that happen.  

They are very picky on requirements.  I was very close to putting up a covered barn with manure storage area, but I'm trying to reduce manure by feeding in sacrifice field most of the winter, they didn't like that as I wasn't containing the manure and using the facility every day possible.  In the off season there was to be no storage at all in the building, so I would have a 40x60 building and have to store my hay outside, doesn't make sense and gave up on the idea.
