My dad traded off a drill like that back in the early 1950's for a Case drill that had double disk openers and 16" rubber tires. So I would guess the drill is a 1930's or 40's vintage.
He then cussed the new drill because it left tire tracks in the soft tilled fields unlike the old narrow steel wheels.
