Subject: New semi clutch problems

Putting a new clutch in one of our semis, which we have done numerous times before. I have it almost all back together, and I decided to look up in the inspection hole. And I see that there is no gap between the throwout bearing and the transmission brake, and there is a huge gap between the fingers and the throwout bearing. I've uploaded a picture so that you can see it. I'm thinking that, or at least hoping that I just need to adjust the clutch to create the half inch Gap that is required between the throwout bearing and the transmission break. However, I can't get the adjusting bolt to turn, since when we push the clutch in, the fingers barely contact the throwout bearing. Did I install something incorrectly? Do any of you have any ideas for me? I am really hoping I don't have to hold the transmission back again.
