The fmx should say something like minimum flow rate will be high if it is that. If it is just rate too I think that would mean it's trying but can't get the rate down. My first thought would be the pump is running too fast and the control valve can't dump enough or a manual valve inline with control is partially closed.

FYI latest version of fmx firmware allows you to enter a minimum pressure and it won't let pressure go below that. Works good and makes more sense to me than the minimum speed or flow method when the goal usually is to prevent nozzles from turning off or getting a poor pattern.
