Triticale for hay/cover crop fail. What to do?

Subject: Triticale for hay/cover crop fail. What to do?

Planted this as soon as the corn was off last fall. Didn't get any fall growth and first came up about 3 weeks ago. Last year I cut and baled the triticale and planted beans in behind it. Obviously at this date and growth stage, that isn't going to work this year.

Do I:

1. Plant beans in, let the triticale grow a bit more then spray it?

2. Plant beans and spray immediately?

3. Spray, let it die, then plant beans?
