That is the law here, you must slow down to the speed of the vehicle you are going to pass before doing so on a 2 lane road. Almost nobody does it, and have never heard of anyone being ticketed for it.
I think most people that are unfamiliar with farm equipment put their brains in the trunk when they get behind the wheel.
