Southern Minnesota Between Freeborn & Wells
I can absolutely guarantee that you need to use 3 wires on both sides of the connector. On the flow meter "side", the wires are extremely small and one is the outside of the CoAx which is a foil like material. The other side may have 4 wires but only three are used. There are several possible connectors for the other end, it might be a 16 pin AMP, a 37 pin AMP or another 3 pin conxall, but exactly three are needed one is for a power source usually 5V or 12V, another is ground and the third is the signal wire. There are no interconnections between these wires, each one has a dedicated purpose and goes to a particular place.

It may be possible to splice them together but your long term chances of success are slim. As far as the flow meter side, I would buy a new sensor and chalk this up to experience. It should be possible to repair the cable that mates to it but this requires access to a new connector, pins, a wiring diagram etc.
