Most times, this is caused by over tightening the antenna on a mount. The bolt hole in the bottom is mounted in plastic, if over tightened, it cracks and permits moisture in. Check around that hole and you will likely see small cracks.
You can try draining/drying but more times than not, it has done its damage and will need replaced.
