Nothing purchased yet, unless you include SMS Advanced and an Insight with RTK unlock. I'm planning ahead, hoping to have something running this summer.
QGIS/GRASS has hydrology capabilities but it's more analysis than design, from what I see. Anything that can plan cuts and fills is on the table at the moment.
Favorite design software...
