Are you trying to export the design and load it into any certain GPS controller on a piece of equipment? If so that may limit software. If a simple shape file will work, many of the standalone non-ag specific GIS programs can work with slopes and drainage, but may not be as automated as you'd like. QGIS comes to mind but I've never tried it for drainage I guess.
