I haven't done any levees but for waterway construction we us Trimble WM-Drain and survey just like a tile, change the parameters (Min/Max/Opt depth) so it applies to a waterway. To step up the sides depending on how deep it is and how far out you want it, we run the same run and step up from design height 3-6" as we widen it out for a farm through waterway.
