Get a tank of Co2 (carbon dixoide), hook a hose to it and let it flow into your tank. Then cut it with a sawsall. My opinion.

Do not cut it up without an inert gas filling up the tank. This gas will keep the sparks from causing an explosion. The Co2 will force the oxygen out of the tank. No oxygen, nothing to burn.

Do not just fill it with water and cut on it. False safety. The water will just concentrate the fumes in the top of the tank and still risk an explosion. I have seen the results of this! It blew the fellow to the ceiling and then a helicopter ride was next.

You should get all the fuel out of the tank you can, also.

Again, my opinion.
